White Council Forms - The White Council formed in response to the rising threat coming out of Dol Guldur in Mirkwood Forest.  It consisted of Saruman the White, Gandalf the Grey, Radagast the Brown, Galadriel, Elrond and Cirdan of the Grey Havens.
